Ghana
Ghana has no data localisation rule and no AI law, and hosts a Tier IV data centre in Accra.
The National AI Strategy 2023-2033 was released in October 2023, and a digest reports Cabinet approval with a presidential launch pending in February 2026. The Data Protection Act 2012 has no explicit lawful-transfer conditions and no localisation requirement, though the Communications Minister said in June 2024 that government data would be localised. A new data protection bill and an emerging technologies law are reported to be advancing.
AI policy and activity
No AI-specific legislation existed as of early 2025. An Ethical AI Readiness Assessment began in September 2024. The strategy recommends a Responsible AI Office.
Power and grid
