Hong Kong

Hong Kong runs a public AI supercomputing centre and has a very large government-backed data facility cluster under construction.

The Digital Policy Office says Hong Kong has about 5,000 PFLOPS of computing power, of which Cyberport's AI Supercomputing Centre provides about 3,000 PFLOPS, with ISO/IEC information security certification. The Sandy Ridge Data Facility Cluster in the Northern Metropolis is in construction, to start operating in 2029 and reach 180,000 PFLOPS by 2032. The Legislative Council approved HK$1 billion for a Hong Kong AI Research and Development Institute. The privacy regulator's AI model framework is guidance, not a law. For someone seeking compute, the Cyberport centre is the existing public option.

AI policy and activity

Government policy follows the Innovation and Technology Development Blueprint's focus on infrastructure and application, aligned with the national AI+ initiative; a Committee on AI+ and Industry Development Strategy was to start work shortly after May 2026.
