Jersey
Jersey promotes AI adoption and has established Tier III-class data centres, but nothing was found on new large-scale compute.
The government's Digital Economy Framework treats AI adoption as essential and describes the island as having multiple Tier 3 data centres, island-wide full fibre and several subsea routes. Digital Jersey, with the Jersey AI Council, published an AI Playbook in March 2026, which is industry guidance rather than policy. Commercial data centres are run by Sure and JT in St Helier. No data centre planning application, compute incentive or AI law was found. Jersey imports about 94% of its power from France by cable, and the utility's FY2025 report did not mention data centres. For someone seeking compute, Jersey suits compliant colocation for finance and regulated users.
AI policy and activity
The Jersey AI Council champions joined-up AI adoption. The framework lists the AI Playbook, start-up and leadership programmes, government AI pilots in professional and financial services and credits arrangements with major AI providers. It also commits to reviewing regulation so it is proportionate and safe. No standalone AI legislation was found.
Power and grid
Jersey Electricity imports by three subsea cables from France (Normandie 1, 2 and 3), reported as up to 190MW of import capacity with a recorded peak of 178MW in 2018. Its FY2025 report says about 94% of supply is imported via EDF, forecasts a 25% rise in peak demand for net zero, plans a GBP 120 million upgrade and is replacing the oldest cable with Guernsey Electricity. States of Jersey held 62% of the company in 2015 (current holding not checked). The FY2025 report does not mention data centres or other large loads.
Connectivity
The government describes island-wide full fibre and multiple subsea routes. HUGO East is reported to give direct Jersey to France and Jersey to Guernsey links. Cable ownership and capacity were not re-checked.
