Romania

Romania is building the RO AI Factory under EuroHPC and developers are scouting 50 to 200 MW sites, with power and permits as the deciding factors.

The RO AI Factory is led by ICI Bucharest and the Politehnica University of Bucharest, with a supercomputer described as reaching over 5 exaflops of theoretical AI performance. A sponsored Euronews Romania piece says at least two AI factories should be operating in 2026, with investment above 70 million euros. An event organiser quoted in the same piece says international developers are evaluating 50 to 200 MW facilities near Bucharest, in the centre and west and in Dobrogea, and that 10 to 20 year power purchase agreements are under discussion.
