Türkiye has adopted an AI Action Plan to 2030 that aims to mobilise at least 10 billion US dollars for data centres and AI infrastructure through growth zones and sandboxes.

Presidential Circular 2026/9, published in the Official Gazette on 18 August 2026, sets out the AI Action Plan 2026 to 2030 around four principles: awareness, adoption, development and governance. It calls for AI growth zones with pre-arranged energy, land and fibre and faster permitting, regional centres of excellence offering GPU access, regulatory sandboxes in at least five sectors, a national AI growth fund and a national AI council. It also targets at least 10 billion US dollars, mainly private, for data centres, cloud and AI infrastructure. For someone seeking compute, these are plans: we did not find named operating AI facilities.

AI policy and activity

Delivery is led by the Ministry of Industry and Technology with TUBITAK. A first TUBITAK call offers grants of up to 10 million lira per project and the HIT-30 programme allocates 1.6 billion US dollars to AI projects. EuroHPC's AI Factories page groups Türkiye with Spain's factory.
