Ukraine is regulating AI in two stages, soft tools first and an EU-style law later, and has only just begun exploring a sovereign AI data centre.
The Ministry of Digital Transformation's June 2024 White Paper sets a bottom-up approach. Stage one, planned over two to three years, offers a regulatory sandbox, sector recommendations, an impact assessment method based on the Council of Europe framework and voluntary labelling. A Voluntary Code of Conduct was endorsed in December 2024. Stage two would adopt legislation similar to the EU AI Act. On infrastructure, Kyivstar and the Ministry of Economy signed a memorandum on 26 June 2026 to explore a sovereign AI-ready data centre. For someone seeking compute, there is no confirmed domestic AI capacity, and we found no verified grid facts.
