Taiwan passed an AI Basic Act in December 2025, and the practical limit on AI data centres is regional grid and substation capacity, not total electricity.
The legislature passed the AI Basic Act on 23 December 2025. It sets principles, names the National Science and Technology Council as competent authority and tasks the Ministry of Digital Affairs with a risk framework; it does not itself impose EU-style obligations on companies. Taipower had received 79 AI data centre power applications totalling about 4,758MW by November 2025, approving 40 (about 3,033MW) and rejecting 39, and over 70 percent of approved capacity then lapsed. For someone seeking compute, northern Taiwan colocation exists but power is the gating item, and the national research supercomputers sit with the NCHC.
AI policy and activity
The Act promises budgets, sandboxes, data opening and infrastructure support. Sector regulators will make detailed rules using the Ministry's risk taxonomy, still to be built.
Power and grid
Reported. The Reporter says data centres use under 1 percent of Taiwan's electricity, so the strain is on regional grids and substations in the north, where projects cluster; approved capacity of about 3,033MW was equal to roughly 1.6 times the installed capacity of the Third Nuclear Power Plant, though most has since lapsed.
