Colombia

Colombia has a funded AI policy that names data centres and supercomputing, but a small data centre base and an energy bottleneck.

CONPES 4144, approved on 14 February 2025, sets the national AI policy to 2030 with a budget of COP 479.273 billion. Its objectives include data and infrastructure, covering data centres, interoperability platforms and access to supercomputing. A market article puts installed data centre IT load at about 50 MW, heading to 80 MW by end 2026, and says the country has connectivity but not yet the energy. For someone seeking compute, supply is modest and expanding.

The policy has six objectives: ethics and governance, data and infrastructure, research and innovation, talent, risk mitigation and adoption.

Power and grid

The same market article says Colombia lacks a strategic infrastructure policy identifying where data centres should sit and how power reaches them, and compares its roughly 50 MW with Brazil at about 950 MW and Chile at about 342 MW.
