Costa Rica has a 2024-2027 AI strategy focused on ethics, skills and public services, with no compute or data centre provisions in what we read.

The science ministry presented the National AI Strategy 2024-2027 on 24 October 2024. It has four axes: ethical and regulatory frameworks, skills, research and innovation, and AI in public services.
