Ecuador

Ecuador published a 2025-2029 AI strategy in January 2026, and Telconet plans a Quito AI hub scaling to 100 MW by 2028.

The telecoms ministry's national strategy for ethical AI was published in the Official Registry on 19 January 2026 under Ministerial Agreement MINTEL-MINTEL-2025-0030. It covers governance, technological capacity including infrastructure and talent, and use in health, justice, education and public services. Ecuador is rated a late adopter in a 2025 regional index. Telconet plans an AI hub in Quito starting at 10 MW and growing to 100 MW, commissioning planned for Q3 2028. For someone seeking compute, nothing at AI scale is available yet.
