Paraguay

Paraguay created discounted power tariffs for AI data centres in February 2026 and is pitching its hydropower to AI builders.

Two decrees reported on 9 February 2026 create a convergent-industries tariff category with discounted electricity for AI data centres, high-performance cloud and Power-to-X projects, overseen by a two-ministry commission. The state utility's workers have protested over the tariff levels, governance and strain on the utility. Developers including X8 Cloud have announced AI campuses near Asuncion on Itaipu and Yacyreta hydropower. For someone seeking compute, the offer is cheap low-carbon power, but projects are early and tariff terms are contested.

Supply is hydroelectric from the binational Itaipu and Yacyreta dams. We did not collect generation or surplus figures.
