Estonia has no single AI statute, relies on action plans and is about to host its first large AI data centre, a 22 MW Nebius installation.
Estonia governs AI through action plans and sector-specific legal changes rather than an omnibus law. A tracker lists an AI and Data Action Plan 2024 to 2026 and a Data and AI White Paper 2024 to 2030. Nebius is installing 22 MW at Greenergy Data Centers in Huuru near Tallinn, billed by the companies as the region's largest AI factory, with the first phase due before the end of 2026. For someone seeking compute, Huuru will offer commercial AI cloud capacity, and Estonia is grouped with Finland's LUMI AI Factory for public access.
